LEGO Minifigure Series packaging - is there a rule in a colour selection ?

Everyone is curious about the selection of minifigure characters in LEGO minifigure series. I am not curious only about the minifigures but also about the design of packaging of each series, especially about the colour of the pack.
We've seen 7 different colours of packs so far in last 17 series - yellow, blue, orange, green, black, white and gold. I was wondering if there is a rule by which LEGO decides on the colour of the pack or whether is it a complete random selection ?
I've put together all 17 designs in this post and was thinking about the colours for a while and now I think that I might figured it out. :-) Look at the designs below and try to identify the rule yourself !

At first glance it looks like that the colours are completely random and there is only an attempt not to put two of the same colours in a row.
What I have noticed is that if you count how many times the yellow appeared in last 17 series or the blue, orange / red, green and black colour, you always end up with number 3. So there probably exists a kind of rule that takes into consideration that one colour shouldn't dominate another in terms of repetition. 
You can ask how to explain the gold colour in series 10 and the white in series 6 - both appeared only once, so the rule of 3 doesn't seem to support my initial idea :) The Series 10 was a special series due to the Mr. Gold madness so there was definitely a reason to choose not an ordinary colour of packaging. And the white packaging of series 6 ? It seems to be a good example of an exception that proves the rule, don't you think ? :-)
